Short Film Competition :
The Department of Empowerment of Persons with Disabilities (Divyangjan) (DEPwD), Ministry of Social Justice & Empowerment, Govt of India is organising ‘Short Film Competition on Divyangjan Sashaktikaran 2017 – Short Films’ in association with Directorate of Film Festivals (DFF), Ministry of Information & Broadcasting, Govt. of India.

The Competition is being organised in order to create awareness on Accessible India Campaign and to promote various schemes of the Department of Empowerment of Persons with Disabilities (Divyangjan) (DEPwD) among common masses.
The Department invites entries from common citizens. The participants may submit their entries shot with any electronic devices in HD format only.
The last date of submission is 8th August, 2017.
‘Short Films’ could be made on various schemes of DEPwD viz:
Fellowship & Scholarship; Beneficiaries of Cochlear Implant, Distribution of Assistive Devices and Tri-cycle under Assistance to Disabled Persons for Purchase / Fitting of Aids and Appliances (ADIP Scheme); loan beneficiaries of National Handicapped Finance And Development Corporation (NHFDC);
beneficiaries of Accessible Buildings under Scheme for Implementation of Persons with Disabilities Act (SIPDA); beneficiaries of NGOs taking grant –in-aid under Deendayal Disabled Rehabilitation Scheme (DDRS) and various skill development initiatives of the DEPwD for Persons with Disabilities.
Duration of the Short Film should not be more than 5 minutes. Winners of the competition will be awarded a cash prize of Rs. 4,00,000 for each scheme
Rules and Regulations :
1. Open to all interested applicants.
2. The Short Film can be made in any of the listed official languages of India and must be subtitled in English.
3. The Short Films can be shot on any electronic device.
4. The Short Films must be produced in the last one year preceding the Competition, i.e. with effect from 9 August, 2016.
5. Winners shall be receiving the following awards –
Short Films on following themes: (not more than 5 mins)
One prize only – Rs. 4,00,000 (Four lakhs), for each Category mentioned below:
i. Fellowship & Scholarship of DEPwD,
ii. Beneficiaries of Cochlear Implant, Distribution of Assistive Devices and Tri-cycle under Assistance to Disabled Persons for Purchase / Fitting of Aids and Appliances (ADIP Scheme), DEPwD
iii. Loan beneficiaries of National Handicapped Finance and Development Corporation (NHFDC), DEPwD
iv. Beneficiaries of Accessible Buildings under Scheme for Implementation of Persons with Disabilities Act (SIPDA), DEPwD
v. Beneficiaries of NGOs taking grant –in-aid under Deendayal Disabled Rehabilitation Scheme (DDRS), DEPwD
vi. Various skill development initiatives of the DEPwD for Persons with Disabilities

6. Application Form and Authorization Letter must be submitted on the portal MyGov.
7. The Short Film should be uploaded on YouTube as an “Unlisted” Video and its URL must be shared on MyGov on this task.
8. The applicant must certify that they have the right to participate in this Short Films Competition with regard to parties connected with the production / distribution of the participating Short Films and / or other right holders/licenses.
9. The Short Film Competition reserves the right to use materials received or their part for advertising purposes and for promoting campaign of Department of Empowerment of Persons with Disabilities (Divyangjan) (DEPwD).
10. Since the theme of the Short Films is on creating awareness about Accessible India Campaign and schemes of the Department of Empowerment of Persons with Disabilities (Divyangjan), it is expected that the contents of the Short Films would be suitable for universal viewing.
