About the Challenge / Competition :
** Commonwealth Educational Media Centre for Asia in collaboration with UNESCO and AIMC, is delighted to announce the fifth edition of Community Radio Video Challenge (CRVC) for all students (of any discipline) below the age of 25 years, as on Dec 31st, 2017. The theme for CRVC 2018 is “Community Radio for Women Empowerment”.

5th Edition of CRVC for 2018 :
Rules & Regulations :
** Short films on the mentioned topic are invited from media students. The acceptable entries for CRVC will be evaluated by a distinguished jury. The winning films will receive awards and the filmmakers will be felicitated at a ceremony being organized by CEMCA in collaboration with UNESCO & AIMC at New Delhi in the year of 2018.

Eligibility :
** The competition is open to all students, who are students of any discipline in any educational institution and are 25 years old or lesser, as on Dec 31st 2017. At the maximum, 2 entries will be allowed from any educational institution.

Topic : Community Radio for Women Empowerment
Sub-themes :
** Women Leadership, Women in Business, Women using Media & Technology, Women against Domestic Violence, Women’s Role in adoption of good practices of Health, Nutrition & Well-being.

Rules to follow for Acceptance of Film :
** The length of the film submitted for the competition should be between 3 minutes to 5 minutes duration.

** Students may use any type of camera to produce the video, but the final product has to be of an acceptable broadcast quality.
** The film can be in any language. If the film is in any language other than English, then it must be provided proper English subtitles. Non-English films without subtitles will be rejected.

Students should submit the following documents :
** Script of the video,

** Copyright declaration including the license to release the video in CC-BY-SA along with recommendation from Head of the Department / Dean / Director of the Institute authenticating the work of the student in the prescribed format.

** Proof of age by submitting the evidence of Date of Birth of the film maker. The accepted evidences are self-attested photocopy of Birth Certificate or SSC pass certificate or Aadhar Card or Driver’s License.

** Final submission of the film should be done in High Resolution DVD or in a flash / pen-drive at CEMCA office either in person or through courier / post.

** Students must upload the mp4 version of the film to YouTube, Vimeo or Blip Tv.
** Students must register and submit the link of their video to the Video Competition page at crvc.cemca.org.in. (The submission is free of cost).

** Any educational institutions may recommend at the maximum two entries from their students, However, no institution should send two entries from one student, i.e. each student may submit only one entry.

** In cases, where CEMCA receives more than two entries from students of one educational institution, any two entries will be considered through a random selection.

** CEMCA reserves the rights to accept or reject any film without assigning any reason. The number of awards may increase or decrease at the sole discretion of the organizers.
** Any disputes will be subjected to the jurisdiction of courts in New Delhi.

Criteria for Awards :
Eligible entries will be scored on the basis of the following guidelines :
25 points: Overall impact (persuasive, informational, educational)
25 points: Originality and creativity (concepts, ideas, format)
25 points: Relevance and clarity of message
25 points: Technical proficiency and quality
** The outstation participants and the award winners will be invited for the award ceremony at New Delhi and reimbursed round trip 3AC train ticket.

Panel of Judges :
** The panel of judges to review the submissions will be decided by CEMCA.

Awards :
1st Prize (One): INR 50,000
2nd Prize One): INR 30,000
3rd Prize: One) INR 20,000
Special Recognitions (Five): INR 10,000
** Participation certificate for all accepted films.
