2nd Legislation Drafting Competition 2015:
The National University of Juridical Sciences Constitutional Law Society (“Constitutional Law Society”) is pleased to organise the 2nd Legislation Drafting Competition (“Competition”) on the topic “Invasion of privacy of newsworthy persons by the media in light of compelling public interest”. Through this academic event, we aim to encourage students to delve into the current debate regarding privacy and provide a comprehensive solution through legislation.
Participants are expected to define the term ‘newsworthy person’. We recommend that participants conduct research on issues such as sting operations, phone tapping, hacking of private accounts, and stalking. They should focus on surveillance of newsworthy individuals in private and public spaces, including situations where the newsworthy individuals did not expect an invasion of their privacy. Furthermore, the draft should ideally consider issues such as handling of private information of these newsworthy persons (for instance, their sexual orientation, health issues etc). These are basic guidelines which participants should use to expand the scope of their legislation, so long as it remains within the overall theme of the Competition.
Rules for students of NUJS:
1. This event is open to students (undergraduate/post-graduate) from all colleges in India.
2. In addition to the proposed legislation (“draft”) document, every team must include an Author’s Note (maximum 2 pages) as part of their submission. The note should summarise the proposed legislation and highlight any salient features.
3. The formatting specifications are:
** Font: Time News Roman
** Font Size: 12
** Spacing: 1.5
** Margin: One inch on all sides
** Paper size: A4
** Maximum no. of pages: 25 (excluding the Author’s Note).
** Citations, if any, should be in the form of footnotes following a uniform format.
4. There is no participation fee for students of NUJS.
5. A Team shall have one or two members only.
6. All submission will undergo strict online plagiarism checks.
7. Special consideration will be placed upon originality, applicability and feasibility of the draft legislation, extent of research and most importantly, the scope of the draft.
8. All entries will be marked anonymously. Every Team shall be allotted a team code after registering for the Competition, and the team members shall only use their code during the Competition. No Team or Team member shall disclose their identity anywhere in their submission. Non-compliance with this rule may result in immediate disqualification.
9. A Team may request clarifications by emailing legislationdrafting@gmail.com. The last date for seeking clarifications is November 15th, 2015. All clarifications will be published by November 20th, 2015 on the Constitutional Law Society page facebook.com/ConstitutionalLawSocietyNujs.
10. The copyright in the legislative draft submitted by the participating teams shall vest with the Constitutional Law Society. Further, the Constitutional Law Society shall not be responsible for any liability accrued to any person or for any loss caused to any person because of the content of the legislative draft submitted.

Procedure for Registration:
1. Each Team can register by sending an email to legislationdrafting@gmail.com containing the name of the member(s) of the team and the year of study. The last date for registration for the Competition for NUJS students is 20th November, 2015.
2. On successful registration, each team will be issued further instructions and will be allocated a unique team code.
Procedure for Submission:
All Teams must send electronic copies of their legislative draft and Author’s Note in “.docx” (Microsoft Word) and “.pdf” formats by email to legislationdrafting@gmail.com by 11:59PM on December 7th, 2015. A total of four attachments are required with every mail. Teams would also be required to submit two hard copies each of the draft and Author’s note.
