What is My Gov Short Film Making Competition?
Short Film Making Competition 2023 is organized by My Gov. Short Films produced in India on a subject/ theme related to the Khadi for Nation Khadi for Fashion/Vocal for Local/ Atmanirbhar Bharat are to be invited to participate in this competition. The competition will be open to all Indian citizens. Last Date of the Short Film Making Competition is 31st October 2023.
Eligibility of Short Film Making Competition
a) The competition will be open to all Indian citizens.
b) Short Films must catch the essence and message of Khadi Mahotsav as elaborated in the theme mentioned above. The participants are encouraged to explore their creative instincts and produce a short film that promotes Khadi and local products.
It should attract the younger population towards the use of local produce for creating a self-reliant India. It should motivate them on a higher level to contribute towards Atmanirbhar Bharat by using Khadi and local products.
c) Films (Animation Films, Mobile Films, or any other Films produced with broadcast quality) can be shot on a smartphone or a video camera.
d) The film will need to be shot in 1920x1080p (Full HD)
e) The film needs to be uploaded on to YouTube as UNLISTED (it should not be available on search engines or available in public domain). The YouTube link needs to be submitted on MyGov.in as the entry
f) The film should be in any of the following Indian languages:
English
Hindi
Assamese
Bengali
Gujarati
Kannada
Malayalam
Marathi
Odia
Punjabi
Tamil
Telugu
Silent Films will also be eligible.
g) The Director and Producer of the film should be an Indian national. The cast and technicians should be predominantly Indian nationals. However, Short films directed by foreign students of Film Institutes situated in India will be eligible if their entries are sent through their respective Institutes.
h) The applicant i.e., Producer/right holder(s) should have the right to sanction the participation of the film in festivals in India and abroad as an Indian entry as well as special expositions of Indian cinema organized by the KVIC.
i) Length of short Film- Screen Duration up to 180 Seconds (Including Credits) & minimum 60 seconds will only be eligible.
Procedure For Entering Films
a) The Producer(s) may apply on my Gov platform along with the Declaration. The entry details and regulations of the Short Film Making Competition are available on the following websites www.mygov.in.
b) Each entry shall be accompanied by the material detailed below:
** Acceptable formats for short films- YouTube – UNLISTED link (containing MP4/MOV/H264, Full HD, Resolution 1920 x 1080 pixels, 24/25 fps)
** A declaration shall be furnished by the applicant as per Annexure 2. NO ENTRY FEE for Short Film Making Competition.
Selection Of Winning Short Films
a) Short Films will be selected by the duly constituted jury. The Jury for selection shall comprise 3 members (including the Chairperson).
b) The Jury will determine their own work process.
c) A person will be ineligible to serve on a Jury ONLY if his/her own film is an entry. In the event of his / her close relative being associated with the particular film, the Jury member shall recuse himself/herself from the preview of the film.
d) A person appointed as Chairperson or member of the jury shall make the declaration in writing in the form given in Form annexed to these Regulations.
e) The Jury Members shall maintain strict confidentiality regarding the deliberations/recommendations of films during panel screening and final screenings. In case of any violation by jury members, suitable action will be initiated.
f) The Nodal officer at KVIC and/or his/her nominee may provide information/clarifications, required by the panels regarding the entries. They shall however neither participate in the deliberations nor vote.
g) The decision of the juries shall be final and binding and no appeal or correspondence regarding their decision shall be entertained.
h) The selected documentaries will be screened by any Ministry or Department under the Government of India.
Gratifications/ Rewards of Short Film Making Competition
The best film in each language category will be awarded a KVIC e-coupon* worth Rs. 15,000/- each.
Additionally, at the National level, the top Three winners will be awarded a KVIC e-coupon* worth:
1st Prize- KVIC e-coupon worth 25,000/-
2nd Prize- KVIC e-coupon worth 20,000/-
3rd Prize- KVIC e-coupon worth 15,000/-
Please Note:
E-coupons will be equally distributed by KVIC between the Producer & the Director of the film. The rewards will be given in the form of a KVIC e-coupon which will be redeemable on the KVIC e-commerce platform www.khadiindia.gov.in subject to the condition that the winner has to purchase Khadi and V.I. products worth a minimum of Rs.100/- from www.khadiindia.gov.in and further the winner has to declare a list of 5 to 10 items, which he/she would replace with local products, in the KVIC e-commerce-platform viz., www.khadiindia.gov.in.
