4th PIFF Pune International Film Festival 2016 Marathi Competition:
The following is an explanation of rules and regulations (“Rules and Regulations”) governing the submission of a film (hereafter called the “Film”) to Pune Film Foundation (hereafter called the “PFF”) for consideration for the 2016 Pune International Film Festival (hereafter called the “PIFF”).
By agreeing to the Terms And Conditions, the person submitting the Film (hereafter called the “Applicant”) acknowledges that he or she has obtained consent from any and all owners, creators, writers, Producers and/or other authorized representatives of the Film (hereafter called the “Film’s Owners”) whose consent is required to submit the Film to PIFF, and has read and understood the submission rules and regulations set forth below:
1. Section:
The “MFFC” will present only feature films produced primarily in the Marathi language.
2. Number Of Films For The Section:
A maximum 7 feature films distinguished by cinematic, thematic and aesthetic, excellence will be selected in accordance with the conditions and procedure laid down below.
3. Eligibility Conditions:
** The film should have been produced primarily in Marathi language with English subtitles.
** Film must be certified by the Central board of film certification between 1st December 2014 and 31st December, 2015. (both the days inclusive)
** Films made primarily in Marathi Language and shot on 16mm, 35mm or in a wider gauge or 2K formats, due for release on a film/digital format and certified by the Central Board of Film Certification as a feature length film are eligible.
** The screening copy of the film must be submitted in DCP format only it gets officially selected in the festival.
** Dubbed/remade versions are not eligible for entry.
** A maximum of two entries would be allowed from an applicant [Producer/ Production company/ Director].
** Entries marked with captions such as “Preview copy” channel logo etc. can be sent for Preview by the selection Panel but the screening copy must be clean and clear of above captions / Logos, if any and must be in the formats prescribed in these regulations.
The film should have been produced predominantly in India. In the case of co-productions involving a foreign entity, the following conditions should be fulfilled:
** At least one of the co-producers must be an Indian entity.
** The Indian entity should be registered in India or a Citizen of India
** The title of the film should be registered as Marathi Film Title
** The Director should be an Indian national and the cast and technicians should be predominantly Indian nationals.
4. Procedure For Entering Films (Material For Pre-Selection Stage):
The applicant may apply on the prescribed entry form along with a copy of the certificate issued by Central Board of Film Certification. In the absence of the certification from the CBFC board, an undertaking must be submitted by the producer that proper certification would be obtained from the CBFC by him before the due date as mentioned in the regulations failing which the film would not be screened at the festival.
Each entry form shall be accompanied by the material detailed below:
** One copy of synopsis of the film in English. The synopsis should not be more than 250 words on standard A-A bond paper
** One hi-resolution digital photograph (300dpi) of the Director on CD
** Biographical data of the Director and Director’s note on the film on a CD
** Six Photographs of scenes from the film (approximately 20cms x 25cms ) either hard copies or on a CD.
** Two copies of 40 seconds promos/ trailers on a clean DVD with no logos or captions except for subtitles.
** Major credits of actors and technicians
** An affidavit shall be furnished by the applicant on a stamp paper of the value of Rs 100 duly verified declaring that the information furnished in the entry form and other forms submitted is true to the best of his /her knowledge, that the DVD/ Print is the certified version and that the applicant has not made and will not make any change whatsoever after certification by the central board of film certification.
The cover of the DVD should be labeled with the following details:
** Title of the film
** The full name of the Director
** The full name of the Producer
** Duration of the film
** Original language of the film
** Date of censor certification. If already censored
** Whether the film is subtitled in English
The last date for receipt of applications along with preview DVD’s is 31st December, 2015. In case 31st December, 2015 is a holiday, the next working day will be treated as the last date for receipt of DVD’s / entries. Applications received after the last date would be rejected.

6. All cost for sending the print and accompanying material to the PIFF shall be borne by applicant.
7. In case any of the requirements mentioned in this part of the regulations are not completed with by the applicant, the entry is liable to be rejected summarily.
8. Guidelines For Films Selcted For The MFFC:
** In case a film is selected for the MFFC, the applicant will undertake that he/she will get the film censored by the board and submit the censor certificate on or before 31st December, 2015 failing which the screening may be cancelled.
** The entrant will undertake that the main lead cast and the director of the film will attend the first screening of the film and address the press conference as per the schedule informed by the Festival office. Due to any reason if the entrant fails to inform the representative’s name and program two days prior to the given schedule, the festival will assume the absence of representative.
** PIFF will invite any one of the representatives the Director/ Lead actor/ Producer of the film to present the film in competition section. The festival will offer 3 days accommodation and local transport.
** The applicant will make available to the PIFF all relevant material for promotion and presentation of the film as and when required by the PIFF.
** Film Producers, Distributors duly authorized their representatives or duly authorized government organization/ agency of the participating may enter their films for the competition or noncompetition section as per selected by the applicant in the entry form.
** Once a film has been selected it cannot be withdrawn from the Festival programme during the event.
** Programming is at the sole discretion of the heads of each festival section and their decision is final and irrevocable.
** No screening fees will be paid for films selected in competition section.
9. Selection Of MFFC:
** The Marathi Films will be selected by a duly constituted selection committee. Adequate representation will be ensured from major regional production centre to serve on the selection committee. The selection committee for selection shall comprise of at least 3 members (including the chairperson)
** Any person directly or indirectly associated with any of the entries shall not be eligible to serve on any of the selection panel. Any person who is related either by blood or marriage to any of those whose work is to be adjudged shall not be eligible to serve on the selection panel.
** The director of PIFF / his /her nominee may be present at the time of deliberations of the panels regarding the entries. They shall not participate in any of the deliberation.
** The decision of the selection panel shall be final and no appeal or correspondence regarding their decision shall be entertained.
** Preview copies of films submitted for the MFFC selection will not be returned to the applicant.
10. Jury & Awards:
** A film which is not accepted for the competition section and unreleased may be shown in the Marathi cinema Today (non competition) section with the consent of the applicant if selection committee recommends.
** The Jury for the MFFC will be composed of minimum three members (including the chairman) of which a majority will be from outside Maharashtra/India.
** Decisions of the jury will be reached by an absolute majority of votes. The jury can evolve its own methods for assessment of the entries. The Director of the Festival will attend Jury deliberations but will take no part in the voting.
** No person in any way connected with the production or commercial exploitation of competitive entries will be a member of the jury. All Members of the jury will refrain from releasing any articles or reviews to the press concerning the films submitted for their judgment until after the jury’s decisions have been formally published.
11. The following cash Awards will be awarded for the MFFC.
Government of Maharashtra “Sant Tukaram” Best Marathi International Film Rs. 5,00,000/- ( Rs. Five Lacs) equally divided between the Producer and Director of the film. (The certificate and the Trophy will go to Producer).
** Akhil Bhartiya Marathi Chitrapat Maha Mandal
** Best Marathi Film Director Rs. 25,000
** Best Marathi Film Actor Rs. 25,000
** Best Screenplay Rs. 25,000
** Best Cinematographer Rs. 25,000
** Special Jury Award (No cash) the Jury will decide the categories in MFFC. (Beneficiary should submit all necessary documents for the cash awards. All transfer charges and other taxes will be borne by beneficiary. )
12. Use Of Marathi Films:
MFFC films will initially be screened at the MFFC section of the Pune International film Festival provided that no claim of any kind would lie against the PIFF for their inability to screen a film due to technical or any other unforeseen reasons.
The Festival proposes to have a maximum of 3 screening of each film. PIFF agrees not to hold any screenings other than the three screening allowed by the International Regulations.
13. Arbitration:
The Chairman of the PFF has the power to settle all cases not covered by the present rules and regulations. The venue of arbitration shall be at Pune, India.
Participation in the PIFF implies acceptance of all the aforementioned regulations and respect of pre-selection conditions.
