Best Short Films Contest :
** Ministry of Panchayati Raj (MOPR), Government of India, invites nominations from citizens, for a short film of 90 seconds to 180 seconds on Success story of Panchayat(s), which aims at recognizing the creative efforts towards presenting the best practices in Panchayats.
** The film may be in any technical format. These entries may be submitted in English, Hindi or any regional language. The last date for the entries to be accepted in the Ministry is 30th September 2016. All rights to the successful entries shall vest with Ministry of Panchayati Raj.
** There will be five awards for the best films selected. The first prize will carry an award of Rs. 7.50 lakh and second prize, Rs. 5.00 lakh. Three prizes for 3rd position carrying Rs. 2.50 lakh for each will be given. The awardees will be given a certificate and cash prize.
The terms and reference of the contest for Best Short film on inspirational success story award are as follows:
i) Who can compete:
Any Indian citizen can send his/her entry. There is no bar on the number of films sent by an individual for competing in the Contest for Best Short film on Success Story of Panchayat(s) Award organized by MoPR. However, each application should have one film only and films sent once for the MoPR’s contest for Best Short film on inspirational success story award, may not compete again under this scheme.
ii) The applicant should attach his/her identity, such as, Aadhar Card, Voter Identity Card, PAN Card, Driving License or any other valid proof of identity issued by a Government authority.
iii) Entry Fee: There is no entry fee.
iv) Theme of the film:
Inspirational success story of Panchayats highlighting the unique initiatives undertaken by the Panchayats or best practices followed in order to improve the quality of life of the villagers including socio–economic upliftment.
v) Each entry should accompany with a brief theme and synopsis of the film in writing, in not more than 100 words in English,Hindi or any Regional language .
vi) Language of the film: English, Hindi or any regional language.
vii) Duration of the film: Duration of the short film should be about 90-180 seconds.
viii) Film format: Short films may be shot in any technical format or camera set-up or in animation.
ix) Title & Credits: Each film should depict its title and credits, including the names of the producer, writer and director, etc.
x) Jury:
A Jury, to be constituted by the Ministry for the purpose, will select the winners.
xi) Distribution of Award:
The onus will be on the applicant that he/she is the only authorized representative to send the entry for the Award. In case of the selection of the film for an award, it will be given to the applicant only. The Ministry will, in no way, be responsible for any dispute arising out of it.
xii) The Ministry will give the award money through Bankers cheque/Demand Draft only in the name of the applicant. The award money cheque may be issued in the name of a company or a production house only if it is stated to be so by the applicant in his application form.
xiii) Lodging & boarding:
a) The Ministry will invite only the applicants (not more than two persons) of award winning films to receive the awards in New Delhi at a date to be conveyed in due course of time.
b) The Ministry will arrange for their stay (only two persons) in New Delhi. It will also reimburse to and fro Train (2nd AC) (only two persons), by shortest route. The Ministry will reimburse local taxi fare.
c) For reimbursement, production of receipts towards payment for the train tickets and local taxi fare will be required. However, the applicants will be free to make their own arrangements for stay in Delhi, as per their convenience.
xiv) Method to apply:
(a) Duly filled in application form along with requisite documents, DVD of the film and its theme and synopsis kept inside an envelope should reach to the Deputy Secretary (Media), Room No. 127, First Floor, Sardar Patel Bhawan, Parliament Street, New Delhi 110001 on or before 30th September 2016. The applicant should write his/her complete postal address, telephone and mobile number as well as e-mail address in the application form.
(b) The film DVD should be carefully packed to avoid damage and should clearly mention “Entry Best Short film on Success Story of Panchayat(s) Award contest. Ministry of Panchayati Raj, will not be responsible for the damages, if any, to the DVD in transit.
xv) Mode of dispatch:
Entries can be sent by post or submitted by hand at the address given in Para xi, (a). Soft copies by e-mail will not be accepted.
xvi) Last date :
The last date for submission of Entries will be 30th September, 2016.
xvii) Screening Rights:
Ministry of Panchayati Raj will have the right to use the films for any purpose it deems fit. An undertaking in this regard, as given in the application form, must be duly signed.
xviii) Invalid entries:
Entries, not fulfilling the terms and conditions, as above, will be treated as invalid and may not be considered for the competition. However, Ministry of Panchayati Raj, may not return them.
xix) Results:
The results of the competition will be uploaded on the Notice Board of the Ministry’s official website i.e. “www.panchayat.gov.in”.
