Essay Competition For Smart City Oulgaret 2015:
The Government of Puducherry and the Oulgaret Municipality, Puducherry is pleased to inform you that your City viz., “Oulgaret Municipality” has been selected through a competitive process under the Smart Cities Mission of the Government of India.

The Smart City mission is citizen driven and should capture the aspirations of the citizens about their city and the ways to achieve those. This requires active support and suggestions of citizens which will also help the Oulgaret Municipality in emerging as one of the best among the 98 smart cities selected.

In this regard, the Government of Puducherry and Oulgaret Municipality invite Citizens to take part in this Essay competition for developing the vision statements for the proposed Smart City. The Essay should focus on the issues / needs of the city, citizen solutions to address the issues and the citizen priorities.

The Essay competition details are as below:
Category:
School Students of 10th and 12th Standard studying in Puducherry

All College Students studying in Puducherry

General Public (Above 21 years) who are residents of Puducherry

Title:
My expectations from Oulgaret Smart City (Maximum 500 words) – School Students of 10th and 12th Standard studying in Puducherry

Towards Smart City – Importance of Behavioral changes of citizens of Puducherry (Maximum 1000 words) – All College Students studying in Puducherry

My Vision: Top 3 Pan City Solutions required for Smart “Oulgaret” (Maximum – 1000 words) – General Public (Above 21 years) who are residents of Puducherry

Prizes
1st Prize – Rs. 15000
2nd Prize – Rs. 10000
3rd Prize – Rs. 5000

Winners:
The Winners in each category will be announced by the end of month of November 2015. The Top 3 winners under each category shall receive a Certificate of Excellence and the Winning Entries and Winner profile shall be shared in the web portal of Government of Puducherry / Oulgaret Municipality. Additionally, cash awards will be provided to the top 3 entries in each category.

Evaluation:
The submissions will be evaluated on the following criteria:
** Do-ability (50%)
** Innovation (50%)

The City will use the inputs from the winning entries to develop the Vision and Sub-goals for the City Plan and preliminary idea of Smart Solutions and Area Based Developments.

Proposal Submission:
The Essays (in English or Tamil) may be submitted through any one of the following ways:
a. through online by MyGov.in portal: mygov.in

b. Hard copies:
1. The Students may submit their essays directly or through the Institute to the Oulgaret Municipality. Submissions through the institute should carry the Sign and Seal of the Institute.

2. In case of submission in Hardcopy, the copy may be sent to the following address:

Main Road, Boomianpet,
Jawahar Nagar, Puducherry – 605005.

Individual entries/ Team entries will be accepted. However, the number of Entry is limited to one per person/team.

The last date for submission of Essay is 6th November 2015.

Terms and Conditions:
** Participants must be citizens of Puducherry.
** All essays will be considered as a complete submission and to be eligible for short-listing.
** The participants(s) entries will be judged for each category independently and on merit. In case of short listing, a participant will receive prize money.
** Government of Puducherry reserves the right to reject any entry based on its discretion.

By registering for participation in the Contest, the Participant(s) warrant that:
** they have complied with these Entry conditions;
** Their entry is original;
** Their entry does not infringe any intellectual Property Rights of any third party;
** Participants must not provide any false information in the registration process in MyGov account registration.
** Participants must keep their contact information accurate and up-to-date.
